做活做新農村電商,發揮農村電商在對接科工貿的結合點作用,培育農村電商主體、打造農產品供應鏈、建立運營服務體系、強化農產品質量監管。

為(wei)順應(ying)全面推進鄉村振興新要(yao)求,近日(ri),農業農村部(bu)印(yin)發了《關于拓展(zhan)農業多種功能 促進鄉村產業高質量發展(zhan)的指導意見》(以(yi)下簡稱《指導意見》)。

《指導意見》明確:到(dao)2025年(nian)(nian),農(nong)(nong)業(ye)多(duo)種功能(neng)充分發(fa)掘,鄉村多(duo)元(yuan)價值多(duo)向彰顯,優質綠色農(nong)(nong)產品、優美生態環境、優秀傳統(tong)文化(hua)產品供給能(neng)力顯著增(zeng)強,糧食產量保持在1.3萬億斤(jin)以上,農(nong)(nong)產品加工業(ye)與農(nong)(nong)業(ye)總產值比(bi)達到(dao)2.8∶1,鄉村休閑旅游年(nian)(nian)接待游客(ke)人數(shu)40億人次,年(nian)(nian)營業(ye)收入(ru)1.2萬億元(yuan),農(nong)(nong)產品網(wang)絡零售額(e)達到(dao)1萬億元(yuan)。

產業(ye)(ye)(ye)振(zhen)興是鄉村(cun)(cun)振(zhen)興的(de)重中之(zhi)重。近年(nian)來,我(wo)國鄉村(cun)(cun)產業(ye)(ye)(ye)有了(le)長足發展,強化了(le)農業(ye)(ye)(ye)食品(pin)保障功(gong)能,拓(tuo)展了(le)生態涵(han)養、休閑體驗(yan)、文化傳承(cheng)功(gong)能,凸顯了(le)鄉村(cun)(cun)的(de)經濟(ji)、生態、社會和文化價值(zhi),但仍然存在產業(ye)(ye)(ye)鏈條短(duan)、融合層次低和技術水(shui)平(ping)不高(gao)等問題(ti)。為(wei)順應全面推進鄉村(cun)(cun)振(zhen)興新要求(qiu),拓(tuo)展農業(ye)(ye)(ye)多種功(gong)能,促(cu)進鄉村(cun)(cun)產業(ye)(ye)(ye)高(gao)質量發展,現提出如下指導(dao)意(yi)見。

一、總體要求

(一)指導思想(xiang)

以習近平新(xin)(xin)時代中(zhong)國特色社會主義(yi)(yi)思想(xiang)為(wei)指導,全(quan)(quan)面(mian)貫徹黨的(de)十(shi)九(jiu)大和十(shi)九(jiu)屆二中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)、六中(zhong)全(quan)(quan)會精(jing)神,立足(zu)新(xin)(xin)發(fa)展階段(duan),貫徹新(xin)(xin)發(fa)展理念,構建新(xin)(xin)發(fa)展格局,落實(shi)高(gao)(gao)質量發(fa)展要求,在確保糧食安全(quan)(quan)和保障(zhang)重要農(nong)(nong)產品(pin)有(you)(you)效(xiao)(xiao)供(gong)給的(de)基(ji)礎上,以生態農(nong)(nong)業(ye)為(wei)基(ji)、田園風光(guang)為(wei)韻(yun)、村落民宅(zhai)為(wei)形(xing)、農(nong)(nong)耕文化(hua)為(wei)魂,貫通產加(jia)銷、融合農(nong)(nong)文旅(lv),促(cu)進(jin)食品(pin)保障(zhang)功能(neng)(neng)堅實(shi)穩固(gu)、生態涵養(yang)功能(neng)(neng)加(jia)快(kuai)轉化(hua)、休閑體驗功能(neng)(neng)高(gao)(gao)端拓(tuo)展、文化(hua)傳(chuan)承功能(neng)(neng)有(you)(you)形(xing)延(yan)伸,打造美麗(li)宜(yi)人、業(ye)興人和的(de)社會主義(yi)(yi)新(xin)(xin)鄉(xiang)村,推動農(nong)(nong)業(ye)高(gao)(gao)質高(gao)(gao)效(xiao)(xiao)、鄉(xiang)村宜(yi)居(ju)宜(yi)業(ye)、農(nong)(nong)民富(fu)裕富(fu)足(zu),為(wei)全(quan)(quan)面(mian)推進(jin)鄉(xiang)村振興、加(jia)快(kuai)農(nong)(nong)業(ye)農(nong)(nong)村現(xian)代化(hua)提供(gong)有(you)(you)力支撐。

(二)基本原則

——立足特色(se)(se)、市場導向。立足鄉村特色(se)(se)資源,面向市場需求(qiu),挖掘特色(se)(se)產品,以(yi)特色(se)(se)產業培育優質企(qi)業,以(yi)優質企(qi)業帶動(dong)(dong)產業提(ti)升,更好(hao)發揮政(zheng)府(fu)政(zheng)策(ce)配套和公共服務作用,推動(dong)(dong)鄉村特色(se)(se)資源加(jia)快(kuai)轉化(hua)增值。

——立農(nong)(nong)(nong)為(wei)農(nong)(nong)(nong)、鏈條延(yan)伸。緊(jin)扣“糧(liang)頭食尾(wei)”“農(nong)(nong)(nong)頭工(gong)(gong)尾(wei)”,以(yi)農(nong)(nong)(nong)產品加工(gong)(gong)業為(wei)重點(dian)打造農(nong)(nong)(nong)業全產業鏈,推動種養業前后端延(yan)伸、上(shang)下游拓展,由(you)賣原(yuan)字號(hao)更多向賣制成品轉(zhuan)變,推動產品增(zeng)值、產業增(zeng)效,促(cu)進聯農(nong)(nong)(nong)帶農(nong)(nong)(nong)和共同富裕。

——綠色引(yin)領、功能拓(tuo)展。踐行“綠水青(qing)山(shan)就(jiu)是金山(shan)銀山(shan)”理念,以鄉村(cun)休閑(xian)旅(lv)游業為重(zhong)點拓(tuo)展農業多種功能,培(pei)育生態(tai)環(huan)保(bao)產業,開發(fa)可再生能源,做到(dao)保(bao)護與(yu)開發(fa)并重(zhong)、傳(chuan)統與(yu)現代融合,推動(dong)鄉村(cun)農文旅(lv)一體化發(fa)展。

——科(ke)(ke)技(ji)賦(fu)能、平臺(tai)支撐。堅持科(ke)(ke)技(ji)興農,以發展農村電商為重點拓寬商貿流通(tong)渠道,促進產業、科(ke)(ke)技(ji)交(jiao)互聯動(dong),引導農業全(quan)產業鏈上中下(xia)游各(ge)類主體,共建(jian)共享大數(shu)據平臺(tai)信息(xi),實現(xian)產業數(shu)字化、數(shu)字產業化。

(三)發展(zhan)目標

到2025年,農(nong)(nong)(nong)(nong)業(ye)多(duo)(duo)種功(gong)能充分發掘,鄉(xiang)村(cun)多(duo)(duo)元價值多(duo)(duo)向(xiang)彰顯,糧食等重要(yao)農(nong)(nong)(nong)(nong)產(chan)(chan)品(pin)供給(gei)有效保障(zhang),農(nong)(nong)(nong)(nong)業(ye)質(zhi)量效益(yi)和競爭(zheng)力明顯提高,優(you)質(zhi)綠色農(nong)(nong)(nong)(nong)產(chan)(chan)品(pin)、優(you)美(mei)生態環境(jing)、優(you)秀(xiu)傳統文化產(chan)(chan)品(pin)供給(gei)能力顯著增強(qiang),形(xing)成(cheng)以(yi)(yi)農(nong)(nong)(nong)(nong)產(chan)(chan)品(pin)加工業(ye)為(wei)“干”貫(guan)通(tong)產(chan)(chan)加銷、以(yi)(yi)鄉(xiang)村(cun)休閑旅(lv)游業(ye)為(wei)“徑”融合農(nong)(nong)(nong)(nong)文旅(lv)、以(yi)(yi)新(xin)農(nong)(nong)(nong)(nong)村(cun)電商為(wei)“網”對(dui)接科工貿的現代鄉(xiang)村(cun)產(chan)(chan)業(ye)體系,實現產(chan)(chan)業(ye)增值收(shou)益(yi)更多(duo)(duo)更好(hao)惠及農(nong)(nong)(nong)(nong)村(cun)農(nong)(nong)(nong)(nong)民,共同富(fu)裕取得實質(zhi)性進展(zhan)。

——農產(chan)品(pin)(pin)保(bao)(bao)障(zhang)功能持續增(zeng)強(qiang)。糧食綜合生產(chan)能力穩步提升(sheng)(sheng),糧食產(chan)量保(bao)(bao)持在1.3萬(wan)億斤以上,重要農產(chan)品(pin)(pin)供(gong)給能力穩步提升(sheng)(sheng),農產(chan)品(pin)(pin)加(jia)工業(ye)與農業(ye)總產(chan)值比達(da)到2.8∶1,加(jia)工轉(zhuan)化率達(da)到80%,保(bao)(bao)數量、保(bao)(bao)質(zhi)量、保(bao)(bao)多樣有(you)效實(shi)現。

——鄉村休閑(xian)(xian)旅游業(ye)融(rong)合發展。生態(tai)涵養、休閑(xian)(xian)體驗和文(wen)化傳承等農業(ye)特(te)有(you)功能(neng)持(chi)續拓展,綠色生產生活方式廣泛推行,文(wen)明鄉風(feng)繁榮興盛,鄉村休閑(xian)(xian)旅游年接待游客人(ren)數40億(yi)人(ren)次,年營(ying)業(ye)收入1.2萬億(yi)元。

——農村電(dian)商(shang)業態類型(xing)不斷豐富(fu)。數字鄉村加快建設(she),農民生產經營能力普遍增(zeng)強,農產品網絡零(ling)售額(e)達(da)到1萬(wan)億元,農林牧漁專(zhuan)業及輔助(zhu)性活動(dong)(dong)產值達(da)到1萬(wan)億元,新增(zeng)鄉村創業帶頭人100萬(wan)人,帶動(dong)(dong)一批農民直播銷售員。

二、做大做強農產品加工業

發揮縣域農產(chan)(chan)(chan)品(pin)加(jia)工業(ye)在(zai)縱(zong)向貫通產(chan)(chan)(chan)加(jia)銷(xiao)中的(de)中心(xin)點作用,打(da)造創(chuang)新能力強、產(chan)(chan)(chan)業(ye)鏈條全、綠色底色足、安(an)全可控制、聯(lian)農帶(dai)農緊的(de)農業(ye)全產(chan)(chan)(chan)業(ye)鏈,促進(jin)一(yi)產(chan)(chan)(chan)往后延、二產(chan)(chan)(chan)兩頭連、三產(chan)(chan)(chan)走高端,引(yin)導農產(chan)(chan)(chan)品(pin)加(jia)工重心(xin)下沉縣城、中心(xin)鎮和物流節點,推動生產(chan)(chan)(chan)與(yu)加(jia)工、產(chan)(chan)(chan)品(pin)與(yu)市場(chang)、企業(ye)與(yu)農戶協同發展,實現農產(chan)(chan)(chan)品(pin)多(duo)(duo)元化開發、多(duo)(duo)層次利用、多(duo)(duo)環節增值。

(四(si))建設(she)標準(zhun)原(yuan)料(liao)基地。鼓(gu)勵農產(chan)品(pin)(pin)加(jia)(jia)工企業(ye)特別(bie)是食品(pin)(pin)加(jia)(jia)工企業(ye)與種(zhong)(zhong)業(ye)企業(ye)、農民合作(zuo)社、家庭(ting)農場、種(zhong)(zhong)養(yang)大(da)戶(hu)等協調(diao)合作(zuo),圍繞(rao)市(shi)場需求,按照適(shi)(shi)(shi)區適(shi)(shi)(shi)種(zhong)(zhong)、適(shi)(shi)(shi)品(pin)(pin)適(shi)(shi)(shi)種(zhong)(zhong)、適(shi)(shi)(shi)時采(cai)收要求,加(jia)(jia)大(da)農作(zuo)物(wu)、畜禽和水產(chan)種(zhong)(zhong)質資源保護開發力(li)度,培育(yu)推廣適(shi)(shi)(shi)合加(jia)(jia)工的專用(yong)品(pin)(pin)種(zhong)(zhong),引導各類市(shi)場主體按照品(pin)(pin)種(zhong)(zhong)培優、品(pin)(pin)質提升(sheng)、品(pin)(pin)牌打(da)造(zao)和標準(zhun)化生(sheng)產(chan)要求合理安(an)排(pai)生(sheng)產(chan)經營,打(da)造(zao)優質綠(lv)色安(an)全農產(chan)品(pin)(pin)生(sheng)產(chan)基地。

(五)構建高(gao)效(xiao)加(jia)工(gong)體系(xi)。扶持農(nong)(nong)民合作社(she)和家庭農(nong)(nong)場發展冷藏保(bao)鮮、原(yuan)料處(chu)理(li)、殺菌、儲(chu)藏、分(fen)級、包(bao)裝(zhuang)等延(yan)時類初(chu)加(jia)工(gong),以及干制(zhi)、腌制(zhi)、熟(shu)制(zhi)、分(fen)級分(fen)割、速凍等食(shi)品(pin)(pin)類初(chu)加(jia)工(gong)。引導大型農(nong)(nong)業企業、食(shi)品(pin)(pin)企業開發類別多(duo)樣、營養均衡(heng)、養生保(bao)健、方便快捷的(de)系(xi)列化(hua)產品(pin)(pin),發展食(shi)材(cai)預處(chu)理(li)、面制(zhi)、米制(zhi)、帶餡(xian)、調(diao)理(li)等主食(shi)加(jia)工(gong),培育原(yuan)料基地+中央(yang)廚房(fang)+物(wu)流配送(餐(can)飲門(men)店、商超銷售)以及中央(yang)廚房(fang)+餐(can)飲門(men)店(連鎖店、社(she)區(qu)網點、終端客戶)等模(mo)式,進(jin)(jin)(jin)一步延(yan)長加(jia)工(gong)鏈(lian)條。推進(jin)(jin)(jin)農(nong)(nong)產品(pin)(pin)加(jia)工(gong)循(xun)環(huan)、高(gao)值、梯次利(li)用和減損增效(xiao)取得實質性(xing)進(jin)(jin)(jin)展。

(六(liu))集成(cheng)(cheng)加工技(ji)術成(cheng)(cheng)果。圍繞產(chan)(chan)業(ye)鏈(lian)部署創新鏈(lian)、圍繞創新鏈(lian)部署資金鏈(lian)和資源(yuan)鏈(lian),引導農產(chan)(chan)品(pin)(pin)加工企業(ye)牽(qian)頭(tou)開(kai)展“產(chan)(chan)學研(yan)用(yong)”聯合(he)攻關,攻克食品(pin)(pin)預處理、分離提取、混(hun)合(he)均(jun)質、灌裝包裝、減損增(zeng)效等技(ji)術瓶頸。組織加工企業(ye)、研(yan)發團隊和裝備企業(ye),打造共性技(ji)術研(yan)發平臺和創新聯合(he)體,創制(zhi)信息(xi)化、智(zhi)能化、工程化加工裝備,建設(she)一批(pi)集成(cheng)(cheng)度高、系統性強、能應(ying)用(yong)、可復制(zhi)的(de)農產(chan)(chan)品(pin)(pin)加工技(ji)術集成(cheng)(cheng)基地,打造一批(pi)中國(guo)農業(ye)食品(pin)(pin)創新產(chan)(chan)業(ye)園(yuan)。

(七)打造農業(ye)(ye)(ye)(ye)全產(chan)(chan)業(ye)(ye)(ye)(ye)鏈(lian)(lian)。圍繞縣域農業(ye)(ye)(ye)(ye)主導(dao)(dao)(dao)產(chan)(chan)業(ye)(ye)(ye)(ye),引導(dao)(dao)(dao)縣域農業(ye)(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)(ye)化(hua)(hua)龍(long)頭(tou)企業(ye)(ye)(ye)(ye)牽頭(tou)組建農業(ye)(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)(ye)化(hua)(hua)聯合體,前端聯結農業(ye)(ye)(ye)(ye)研發、育種(zhong)、生產(chan)(chan)等環(huan)節(jie)(jie),后端延展加工、儲運、銷(xiao)售(shou)、品牌(pai)(pai)、體驗(yan)、消費(fei)、服務等環(huan)節(jie)(jie),優(you)化(hua)(hua)提升(sheng)產(chan)(chan)業(ye)(ye)(ye)(ye)鏈(lian)(lian)供(gong)應鏈(lian)(lian)水平(ping),實(shi)現(xian)全環(huan)節(jie)(jie)提升(sheng)、全鏈(lian)(lian)條增值、全產(chan)(chan)業(ye)(ye)(ye)(ye)融(rong)合。引導(dao)(dao)(dao)有條件的頭(tou)部企業(ye)(ye)(ye)(ye),搭建全產(chan)(chan)業(ye)(ye)(ye)(ye)鏈(lian)(lian)數字平(ping)臺(tai),將(jiang)上中下游經營主體納入(ru)平(ping)臺(tai),打通全產(chan)(chan)業(ye)(ye)(ye)(ye)鏈(lian)(lian)上中下游環(huan)節(jie)(jie),實(shi)現(xian)信息(xi)共(gong)享、品牌(pai)(pai)共(gong)創(chuang)、渠道(dao)共(gong)建和質量安全可追(zhui)溯。

(八(ba))創響知名(ming)農(nong)業(ye)(ye)品(pin)牌(pai)。按照“有標(biao)采標(biao)、低標(biao)提標(biao)、無標(biao)創標(biao)”要(yao)求,培(pei)育(yu)標(biao)準(zhun)“領跑者”。塑(su)強區(qu)域公(gong)用(yong)品(pin)牌(pai),加強農(nong)產品(pin)地理標(biao)志管(guan)理和品(pin)牌(pai)保護(hu),深入實施地理標(biao)志農(nong)產品(pin)保護(hu)工程,推進(jin)現代農(nong)業(ye)(ye)全產業(ye)(ye)鏈標(biao)準(zhun)化試點。引(yin)育(yu)一(yi)(yi)批(pi)有自主知識產權和品(pin)牌(pai)效(xiao)應的龍頭企(qi)業(ye)(ye),引(yin)導企(qi)業(ye)(ye)與農(nong)戶等共創企(qi)業(ye)(ye)品(pin)牌(pai)。培(pei)育(yu)一(yi)(yi)批(pi)“獨(du)一(yi)(yi)份、特別(bie)特、好(hao)中優”的“土字號” “鄉(xiang)字號”產品(pin)品(pin)牌(pai)。加大(da)品(pin)牌(pai)推介(jie)力(li)度,講(jiang)好(hao)品(pin)牌(pai)故事,提升品(pin)牌(pai)公(gong)信力(li)和品(pin)牌(pai)溢(yi)價(jia)能力(li)。

三、做精做優鄉村休閑旅游業

發(fa)(fa)揮鄉(xiang)(xiang)村(cun)(cun)休(xiu)閑(xian)(xian)旅(lv)游業(ye)在橫(heng)向(xiang)融(rong)合農(nong)文旅(lv)中(zhong)的(de)連接點作用(yong),以(yi)農(nong)民和農(nong)村(cun)(cun)集體(ti)經濟組(zu)織為主(zhu)體(ti),聯合大(da)型農(nong)業(ye)企(qi)業(ye)、文旅(lv)企(qi)業(ye)等經營主(zhu)體(ti),大(da)力推(tui)進“休(xiu)閑(xian)(xian)農(nong)業(ye)+”,突(tu)出綠水青山特色(se)、做亮生(sheng)態(tai)田園底(di)色(se)、守住(zhu)鄉(xiang)(xiang)土文化本色(se),彰顯(xian)農(nong)村(cun)(cun)的(de)“土氣(qi)”、巧用(yong)鄉(xiang)(xiang)村(cun)(cun)的(de)“老氣(qi)”、煥發(fa)(fa)農(nong)民的(de)“生(sheng)氣(qi)”、融(rong)入時(shi)代的(de)“朝氣(qi)”,推(tui)動鄉(xiang)(xiang)村(cun)(cun)休(xiu)閑(xian)(xian)旅(lv)游業(ye)高質量發(fa)(fa)展。

(二(er)十)搭建(jian)平(ping)臺載(zai)體。將優勢特色產(chan)(chan)業(ye)(ye)(ye)集(ji)群、現(xian)(xian)代(dai)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)園(yuan)、農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)強鎮(zhen)等農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)融(rong)合發展(zhan)項(xiang)目(mu)、“互聯網(wang)+”農(nong)(nong)(nong)(nong)產(chan)(chan)品出村進(jin)城(cheng)工(gong)程(cheng)和(he)農(nong)(nong)(nong)(nong)產(chan)(chan)品倉儲保(bao)鮮冷鏈設施建(jian)設與拓(tuo)展(zhan)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)多種功能有機(ji)銜(xian)接,以項(xiang)目(mu)建(jian)設帶動(dong)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)多種功能拓(tuo)展(zhan)。提升農(nong)(nong)(nong)(nong)產(chan)(chan)品加工(gong)園(yuan)區建(jian)設水平(ping),配(pei)齊原料生產(chan)(chan)、精深(shen)加工(gong)、體驗展(zhan)示、物流配(pei)送(song)等設施,打造一(yi)批國際農(nong)(nong)(nong)(nong)產(chan)(chan)品加工(gong)產(chan)(chan)業(ye)(ye)(ye)園(yuan)。建(jian)設拓(tuo)展(zhan)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)多種功能先行區,開展(zhan)拓(tuo)展(zhan)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)多種功能量化(hua)評(ping)估,探索建(jian)立鄉(xiang)村多元(yuan)價值實現(xian)(xian)機(ji)制。培(pei)育一(yi)批農(nong)(nong)(nong)(nong)村電(dian)商產(chan)(chan)業(ye)(ye)(ye)園(yuan),引導各類人才入(ru)園(yuan)創辦網(wang)店、開辦直播間。

(二十一(yi))培育壯(zhuang)大龍(long)(long)(long)頭(tou)(tou)企(qi)業(ye)。擴大龍(long)(long)(long)頭(tou)(tou)企(qi)業(ye)認定范圍(wei),將(jiang)鄉村休閑旅游、鄉土文化開發、農(nong)耕文化傳(chuan)播(bo)、農(nong)村電子商務等領域的(de)(de)(de)龍(long)(long)(long)頭(tou)(tou)企(qi)業(ye)納入農(nong)業(ye)產(chan)(chan)業(ye)化龍(long)(long)(long)頭(tou)(tou)企(qi)業(ye)認定范圍(wei)。圍(wei)繞(rao)制約(yue)農(nong)業(ye)農(nong)村現代化發展(zhan)(zhan)的(de)(de)(de)“卡脖子”技(ji)術(shu)或(huo)短板領域,做(zuo)(zuo)強一(yi)批(pi)具(ju)有(you)自主創新能力的(de)(de)(de)科技(ji)領軍型龍(long)(long)(long)頭(tou)(tou)企(qi)業(ye)。圍(wei)繞(rao)糧棉油(you)糖、肉蛋奶、種業(ye)等關系國計民生(sheng)的(de)(de)(de)重要(yao)行業(ye),做(zuo)(zuo)強一(yi)批(pi)具(ju)有(you)國際影響(xiang)力的(de)(de)(de)頭(tou)(tou)部(bu)龍(long)(long)(long)頭(tou)(tou)企(qi)業(ye)。圍(wei)繞(rao)果蔬(shu)茶等滿足(zu)消(xiao)費者多(duo)樣需(xu)求(qiu)的(de)(de)(de)特(te)色(se)農(nong)產(chan)(chan)品領域,做(zuo)(zuo)優一(yi)批(pi)引領行業(ye)發展(zhan)(zhan)的(de)(de)(de)骨干企(qi)業(ye)。圍(wei)繞(rao)糧食生(sheng)產(chan)(chan)功能區(qu)、重要(yao)農(nong)產(chan)(chan)品生(sheng)產(chan)(chan)保(bao)護區(qu)、特(te)色(se)農(nong)產(chan)(chan)品優勢區(qu)和(he)脫貧地區(qu),做(zuo)(zuo)大一(yi)批(pi)聯農(nong)帶農(nong)緊密的(de)(de)(de)區(qu)域型龍(long)(long)(long)頭(tou)(tou)企(qi)業(ye)。

(二(er)十二(er))完善配(pei)套政(zheng)策(ce)。落實(shi)財(cai)稅(shui)政(zheng)策(ce),鼓(gu)(gu)勵有(you)條件的地方(fang)按市場(chang)(chang)化方(fang)式設(she)立鄉(xiang)(xiang)村(cun)產(chan)(chan)(chan)業(ye)(ye)(ye)發展(zhan)基金(jin),執(zhi)行(xing)好中(zhong)小微(wei)企業(ye)(ye)(ye)稅(shui)費(fei)優(you)惠政(zheng)策(ce),落細農產(chan)(chan)(chan)品(pin)初加工(gong)企業(ye)(ye)(ye)所得稅(shui)優(you)惠政(zheng)策(ce),支(zhi)持將烘干機(ji)(ji)配(pei)套設(she)施、果菜茶初加工(gong)成套設(she)備、蜜蜂養殖及蜂產(chan)(chan)(chan)品(pin)初加工(gong)成套設(she)施裝備等納入農機(ji)(ji)新(xin)產(chan)(chan)(chan)品(pin)購置補貼(tie)試(shi)點(dian)范圍。強化金(jin)融扶持政(zheng)策(ce),用好“銀(yin)稅(shui)互(hu)動”“銀(yin)信(xin)(xin)互(hu)動”“銀(yin)單互(hu)動”貸款機(ji)(ji)制,開發“專項(xiang)貸、訂(ding)單貸、鏈條貸”等金(jin)融產(chan)(chan)(chan)品(pin),發揮農業(ye)(ye)(ye)信(xin)(xin)貸擔保體系作(zuo)用,支(zhi)持產(chan)(chan)(chan)品(pin)有(you)市場(chang)(chang)、項(xiang)目有(you)前景、技(ji)術有(you)競(jing)爭力(li)的鄉(xiang)(xiang)村(cun)企業(ye)(ye)(ye)。鼓(gu)(gu)勵社會(hui)資(zi)(zi)本到鄉(xiang)(xiang)村(cun)投(tou)資(zi)(zi)興業(ye)(ye)(ye)。落實(shi)農村(cun)一二(er)三產(chan)(chan)(chan)業(ye)(ye)(ye)融合(he)發展(zhan)用地政(zheng)策(ce),推(tui)動各地制定鄉(xiang)(xiang)村(cun)產(chan)(chan)(chan)業(ye)(ye)(ye)發展(zhan)用地實(shi)施細則,保障(zhang)農村(cun)一二(er)三產(chan)(chan)(chan)業(ye)(ye)(ye)融合(he)發展(zhan)合(he)理(li)用地需求。

(二十三)強化(hua)指(zhi)導(dao)服(fu)務(wu)。持續改善營商環境,加強鄉村(cun)(cun)基礎設(she)施建設(she),暢通現(xian)代要(yao)素向鄉村(cun)(cun)流動(dong)的渠道(dao)。建立(li)鄉村(cun)(cun)企(qi)業(ye)(ye)家(jia)智庫,通過線(xian)上(shang)線(xian)下多種途徑聽(ting)取(qu)鄉村(cun)(cun)企(qi)業(ye)(ye)家(jia)意(yi)見建議。引(yin)導(dao)各類(lei)互聯網(wang)企(qi)業(ye)(ye)、平(ping)臺型企(qi)業(ye)(ye)發揮(hui)自身優勢(shi),建立(li)鄉村(cun)(cun)企(qi)業(ye)(ye)“人(ren)地錢貨”直通車(che)服(fu)務(wu)平(ping)臺,為(wei)企(qi)業(ye)(ye)提供資金技(ji)術、用(yong)地用(yong)電、高素質人(ren)才、營銷渠道(dao)、運營管理等服(fu)務(wu)。

(二十四)筑牢科技和人(ren)(ren)(ren)才(cai)支撐(cheng)。引進科技人(ren)(ren)(ren)才(cai),重(zhong)(zhong)點引進科技領軍人(ren)(ren)(ren)才(cai)、青年科技人(ren)(ren)(ren)才(cai)和高水平(ping)創新團隊(dui)到鄉(xiang)(xiang)(xiang)(xiang)村開展智力服務。培(pei)育(yu)企(qi)(qi)業(ye)(ye)家(jia)(jia)人(ren)(ren)(ren)才(cai),重(zhong)(zhong)點培(pei)育(yu)現代鄉(xiang)(xiang)(xiang)(xiang)村企(qi)(qi)業(ye)(ye)家(jia)(jia)、“小巨(ju)人(ren)(ren)(ren)”企(qi)(qi)業(ye)(ye)家(jia)(jia)和經營管(guan)理人(ren)(ren)(ren)才(cai),扎根鄉(xiang)(xiang)(xiang)(xiang)村、興辦鄉(xiang)(xiang)(xiang)(xiang)產、帶富鄉(xiang)(xiang)(xiang)(xiang)親。扶持(chi)創業(ye)(ye)人(ren)(ren)(ren)才(cai),支持(chi)返鄉(xiang)(xiang)(xiang)(xiang)農民工、大學生(sheng)、退役軍人(ren)(ren)(ren)以及離(li)退休人(ren)(ren)(ren)員、專業(ye)(ye)人(ren)(ren)(ren)員等返鄉(xiang)(xiang)(xiang)(xiang)入鄉(xiang)(xiang)(xiang)(xiang)創業(ye)(ye),鼓勵“田秀才(cai)”“土專家(jia)(jia)”“鄉(xiang)(xiang)(xiang)(xiang)創客”和能工巧匠在鄉(xiang)(xiang)(xiang)(xiang)創業(ye)(ye)。

(二(er)十(shi)五)加強宣傳引導推(tui)介。開展(zhan)農(nong)(nong)(nong)業(ye)(ye)多種(zhong)功(gong)能科普宣傳,促(cu)進(jin)(jin)“山水鄉(xiang)愁”進(jin)(jin)學校、進(jin)(jin)社區、進(jin)(jin)家庭。總結凝練鄉(xiang)村產(chan)業(ye)(ye)高質量發展(zhan)模(mo)式(shi)(shi),通(tong)過中國(guo)國(guo)際農(nong)(nong)(nong)產(chan)品交易會(hui)、中國(guo)農(nong)(nong)(nong)產(chan)品加工(gong)業(ye)(ye)投(tou)資貿易洽談會(hui)等(deng)(deng)農(nong)(nong)(nong)業(ye)(ye)展(zhan)會(hui)以及農(nong)(nong)(nong)業(ye)(ye)展(zhan)館、地方特色館等(deng)(deng)場所宣傳推(tui)介。利用傳統媒(mei)體和新媒(mei)體,多角(jiao)度、全(quan)方位、立體式(shi)(shi)解讀產(chan)業(ye)(ye)政策、宣傳經驗做法、推(tui)廣(guang)典型模(mo)式(shi)(shi),引導全(quan)社會(hui)共同關注(zhu)、協力支持,營造良好輿論氛圍。
